Closed Issue: Package cannot be uninstalled at solution level, after one of the project is removed from solution [3038]

Repro step:
1. Create a solution with two class library projects
2. start the package manager for solution
3. install jquery to the two class library projects
4. remove one class library project
5. start the package manager for solution again and click manage to uninstall the package to the remaining project
6. after uninstall, start the package manager for solution again


Expected: no package shown as installed


Actual: jQuery package still shown as installed. click Manage button will show no project is checked.
