Created Issue: DataServicePackageRepository.FindPackagesById is not being called [2890]

I was trying to debug a different issue (http://nuget.codeplex.com/workitem/2886) and during debugging of Install-Package I realized that DataPackageRepository.FindPackagesById is not being called!

Pranav looked at it with me and we determined this is a regression caused by the refactoring done in "Work Item: 2387- Add FindPackagesById service method to LocalPackageRepository".

We also determined impact to
a) perf
b) Turkish i bug fixes will be regressed, DataPackageRepository.FindPackagesById was part of that bug fixes
