Comments: For another project that I maintain, I edit the .nuget\NuGet.targets file if it exists to add extra imports. (http://razorgenerator.codeplex.com/SourceControl/changeset/view/bd1d081478bf#RazorGenerator.MsBuild%2fInstall.ps1). This lets me inject custom pre-build steps to projects that have package restore available. You could do something similar and hook on to the prebuild\build event to trigger your bit of code. That said, since the implementation of Package Restore in itself isn't documented or formalized, depending on it is treading on undocumented features. Perhaps it would be useful to create a work item for letting packages specify custom build actions \ build targets.
