Commented Unassigned: Solution-level Package with dependencies cannot be installed. [3642]

Hi,

When I try to install the attached solution-level Package I get the Errormessage "'Test-Package' could not be installed because it is no compatible with any project in the solution." Does anybody know why I get this Error? As soon as I remove the dependency it work ok.
