Edited Unassigned: Both NuGet-DependentPackage and NuGet-DependentPackageVersion header was not shown for clicking UpdateAll button [3613]

Repro steps:
1. start Package Manager dialog
2. go to online tab and install Microsoft.Aspnet.WebApi.Odat
3. go to update tab and click UpdateAll
4. check fiddler requests


Expected: Both NuGet-DependentPackage and NuGet-DependentPackageVersion header are shown


Actual: none was shown
