Closed Unassigned: Just starting Package Manager dialog will make the .proj file and .vspscc file checked out [3422]

1. Have a solution with packages installed checked into TFS
2. Restart VS and open the same solution
3. Start Manage Packages dialog


Expected: Before any package operations, there are no files checked out from TFS


Actual: Just starting the dialog will make .proj and .vspscc file checked out

Comments: Cannot repro it now, using the latest 2.7 build. So close the bug.
