Created Unassigned: Win8 packages feed is automatically moved to top for new win8 express instance [3517]

Repro steps:
1. on win8 express, open package sources dialog, move the win8 packages feed down, below the nuget.org feed
2. close win8 express
3. open win8 express new instance


Expected: win8 packages feed is below the nuget.org feed in PM dialog and package source dialog

Actual: it's back up again
