Edited Issue: Web.Config transform is putting elements all on one line. [3412]

1. Create a project with a web.config
2. Add source: http://www.myget.org/F/aspnetwebstacknightly/
3. Install package 'Microsoft.AspNet.WebApi'

The handler entries that are added to web.config are all on the same line.
