Edited Issue: Access denied when updating [2750]

Some of the time, when updating a NuGet package, Visual Studio 2010 appears to lock some of the XML documentation files (this occurs when updating through the UI and the package manager console). The error message is of the form:
Access to the path \packages\AlbatrossTravelGroup.0.2.4678.28443\lib\net40-client\AlbatrossTravelGroup.XML is denied

This appears to occur when it is attempting to delete the old package after an update.

When this happens the old package folder is left, containing just this XML file (I no longer have ownership or the security to delete it, even though I am a local admin), this means this package version appears in the update list of NuGet, but is unable to update, as it is not installed in any versions.

The other thing which happens when this occurs is some of the DLL, PDB and XML files from the package get placed in the root solution directory. We have also had it where where these files were placed in %ProgramFiles(x86)%\Microsoft Visual Studio 10.0\Common7\IDE\.

I have had this problem occur even when all extensions (excluding NuGet) were disabled.

https://github.com/TroyGoode/PagedList/issues/21 seems to be a similar issue, all of the symptoms are the same apart from the location of the XML file.

Could please let me know if any of you have had files dropped in either of the locations stated or had this issue occur, I hope this problem can be sorted soon (if it is a NuGet related issue).
