Edited Issue: Hierarchical nuget.config package sources duplicated when editied in VS settings [2811]

I have several package source specified in a hierarchical nuget.config file located in a solution Folder.

In addition to this I have one package source (the official NuGet package source) specified in the VS settings Dialog (stored under ..\User\AppData\Roaming\NuGet\NuGet.Config).

When I enable/disable this additional package source all package sources from the hierarchical nuget.config file get duplicated and are added to the ..\User\AppData\Roaming\NuGet\NuGet.Config file.
