Repro steps:
1. Create a win8 express project (such as winstore C#)
2. Install a package such as jQuery
3. Right click the solution and click "Add solution to source control..."
4. check the pending changes in TFS
Expected: packages folder is part of the pending changes
Actual: packages folder is not added as pending changes
Note: this bug seems to only repro on win8 express, not on other SKUs
