Following issues require working with F# team

1. F# project system throws ‘InvalidOperationException’ when installing packages via Package Manager Console. Refer to 2873

2. On an F# project, call to IVsProject.IsDocumentInProjectfor packages.config
does not find packages.config. The out parameter VSDOCUMENTPRIORITY is set
