Commented Issue: update all license acceptance dialog to have a scroll bar [3181]

1. create a new project
2. Add couple of packages prev version that has eual
3. goto package manager dialog and click update all
Actual:
It shows license urls but the pane is not scrollable (attached)

expected:
to be able to scroll and read all the license info
