Edited Issue: Install metapackage at a project level [2868]

Nuget fails to install a metapackage at a project level. The assumption here is that since the meta package installs packages which are project level so the metapackage should be able to be installed on a project level as well

- PackageA is a metapackage and only has a readme file
- PackageA installs PackageB(which installs some dlls)
