Edited Issue: minclientversion property in templates doesn't show update message [3090]

1. open a package from mvc pre-cached package location (\program files\asp.net\mvc\jquery\jquery.nuspec)
2. create new mvc4 template
actual:
it shows error minclientversion attribute is not declared
expected:
to show an error message to update NuGet to latest version.
